I just had a potential buyer write to ask why a certain item could, according to the shipping details in my listing, only be sent to a few countries, and why his (Belgium) wasn't listed. I checked and it appears that that list varies wildly from one of my listings to the next, with no rhyme or reason. Yes, I am enrolled in the Global Shipping Program. No, I'm not selling coins or currency or any of the other things prohibited for import by certain countries. I can find no place to change that list, either on a single listing or on all of them. I'm stumped.

This is why, in this day and age, it is important to use templates so you can save your information such as this from listing to listing.
When you create a listing you have the option to create a template.
In your template, set your exclusion list. That is countries you won't ship to here:
Once you've done that, every time you create a listing, just use that template. When you change categories, you can save that as a new template for the new category like I've done with the DRESS template.

If the gsp doesn't automatically add that country to the list, there isn't much that you can do. However it does seem that some listings may be dropped by the gsp accidentally so I wonder if going to your site preferences, taking off the gsp and then on again would do anything.
I did notice that quite a few of your shooting medals have shipping to the US only. I don't know if that's on purpose or not.
