So customer chooses UPS cause it's the cheapest option but they only have a P.O. Box which UPS does not deliver to so my only option is to ship USPS at a way higher cost. Why does Ebay let them choose a cheap option that cannot be used? On my end UPS is grayed out and says cannot be delivered to PO Box why does it not say that on the buyers end? Their registered address is a P.O. Box.

They are allowed to choose that option because you have offered it as an option. It is just that simple.
You cannot expect eBay to second guess every shipping option offered on every listing.

This is why I choose "economy" shipping and offer free shipping on all my listings. I can choose whatever I want.

I think the OP is asking that if the buyer's shipping address is ONLY a PO Box, why is UPS being available to that buyer? Why not only USPS, even though the seller is offering both for physical street addresses.
I have a PO Box shipping address and when I buy something that ships Fed Ex or UPS, I have to change my shipping to my physical address.

Then why does it say UPS cannot ship to PO Box, it's grayed out so you cannot choose it, did ebay do that?

@animal-house-8I agree. I've recently had several sales where ebay does not allow me to purchase a label as Fedex Ground, but only as Fedex Home Delivery. Buyers are not charged the fedex Home additional fee. I googled the address and it's clearly a restaurant (not a home turned into a restaurant) or a business complex, or an industrial park. Ebay charges us the additional Fedex Home Delivery fee of $5.20. Fedex ground is grayed out as not available.
If a shipping service is not available for sellers to purchase on ebay, they should do the same for the buyers.
