Why does Ebay do nothing about overseas scamps with $1000.00 shipping and charging state taxes?

What "scamp" is involved? The collection of state sales/use tax on the transaction? If so, state sales/use tax is assessed based on the BUYER'S location, not the seller's. Sales/use tax is calculated, assessed and collected by eBay, not the seller. Those taxes are then forwarded to the BUYER'S state.
If the "scamp" is the cost of shipping, buyers can determine for themselves whether $1,000 is exorbitant. They are perfectly able to skip over sellers who are charging too much (in their opinion) for shipping.

$1000 shipping...
Probably a new seller that doesn't realize that shipping is factored into the FVF. Years ago it wasn't, which prompted $1 items with $100 shipping with a FVF of $0.10 that were theoretically worth $100. Most of "why we (sellers) can't have nice things" is due to this kind of abuse.
