Why am I getting this shipping error

Hello, I was trying to list an item, and the error am getting was "

eBay has decided to phase out access to Parcel Select Ground labels for sellers who are not Top Rated Sellers, even though USPS has made no changes in their services or policies, and it's offered by all other online postage sellers including PayPal.

For a low weight item such as a cell phone, the postage savings is negligible. So I recommend that you forget about using "economy" shipping, and offer Priority Mail (which comes with $50 of insurance coverage too).

FTR, this is the first time I've heard about eBay giving a warning/blocking its use like that. Usually, sellers set it up in their listing and THEN get blocked from actually purchasing the label.

What shipping method do you recommend?

Because you are outside of the US, try choosing either economy or standard shipping from outside of the US.  I don't know if the standard shipping will have a long enough estimated arrival date.
