Why Is Discounted Shipping Not Working

I set-up combined shipping discounts so that the buyer pays full price shipping for the 1st item and for each additional item it should add $4.

Instead it is still adding the full price shipping for each item and not applying the discount.

What am I missing please?

Where did you set up your discount terms?

- under shipping rules?

- for both domestic & international shipping?

on a side note ...

You are from Canada, selling on eBay.com, the US site.

So shipping to the US would be considered "domestic shipping".

Shipping to Canada & elsewhere would be consider "international shipping".

If you set up shipping rules you have to check off the box on the listing form to use that specific shipping rule. You have to do that for domestic and for international.
