Why INR through Paypal but not ebay?

Buyer contacted me via ebay about an INR (it was in retail packaging but 'didn't work when they plugged it in (it is computer memory)), then he initates an INR through paypal - anyway it's not a lot of money but I am wondering why he initated the INR through Paypal and not go through the ebay process?
Any insight would be appreciated.

He probably can’t figure how to file with eBay, since they redesigned the resolution center and help pages. When you try to open a case, you get sent to the help pages.

To close the case...Go to the INR in PayPal, upload tracking that proves delivery, and then call PP and ask them to close it in your favor.
