I know when a buyer claims an item sold as new arrives defective, seller has to pay return shipping. Who has to pay return shipping if an item arrived working, but breaks within a week?
It's a $9 Chinese inspection camera that fell apart after 2nd use just by wiping it with a dry cloth and can't be repaired. Seller is suggesting I accept 40% refund because it will be prohibitively expensive to return it to China, which is true. It shipped from a US warehouse, but I guess returns need to go to China. Just wanting to make sure I will be stuck with shipping cost before deciding to accept or reject his offer since I don't want to reject and be stuck with return shipping cost to China which is probably 3x the item cost.

Sounds like a faulty item...or just another cheap inferior product.
You didn't buy it from China, it wasn't shipped from China, but I don't know the rules ebay has on sellers shipping from the USA but telling you to return it to China, even if allowed, it sounds shady, imo.

The seller pays return shipping, but since the seller is from China, good luck.
Go to the resolution center below and select, the item doesn't match the description.
The seller will have 3 days to accept the return and pay return shipping or refund without a return.
If they don't, return to the case after 4 days and ask Ebay to step in.

If you've been reading the boards for a while, you would know that you could use the item for 28 days and even if it still worked perfectly, you could still open a fake INAD and probably get the item for free (especially from a seller from China). So it always has been in you hands. You can do what you want.

$9 inspection camera from China? You got what you paid for. I've purchased extremely low priced stuff from China in the past...most were great bargains, but some were total junk that I just tossed (I got what I paid for). If you're being offered a 40% partial refund and you think you can either fix the item or live with the damage, I would take the offer.
