I ordered something from Japan, small envelope. When the item arrived to customs in NYC, for some godawful reason it was marked "NOT DELIVERABLE AS ADDRESSED -- UNABLE TO FORWARD" by the Postal Carrier and sent back to the sender even though the address was correct one and verified online via the USPS website. The seller has requested a fee for reshipment. As far as I can tell, the seller mailed it correctly and did not make any error on his end. On my end, I'm trying to figure out how to get this thing here correctly this time around without any further problems by USPS.
In this case, who is responsible for the reshipment fee per eBay guidelines; myself (buyer) or the seller? Thanks.

If the seller shipped to the address you provided, you would be responsible for the reshipping fee.

In this situation, the seller is not required to reship or refund you @bubby_the_tour_g, so the fact that the seller is willing to reship means you're working with a decent seller.
The cost for reshipping falls to the buyer here. If you can't figure out your address issue then you can ask the seller for a partial refund minus original ship cost + their non-refundable fees.
