Thought someone might answer question but haven't seen it.
Item says when item needs to be shipped:
Seller using eBay shipping label of course eBay can see shipping is late.
Seller using USPS shipping or whoever...marking item shipped(supposedly shipped but not yet)...but seller ships it a few days later.
And enters tracking of same item a few days later...does eBay checks on late tracking?
Does seller get a late charge for shipping?
Curious thought.

eBay standard envelope doesn't require an acceptance scan - the built-in tracking is all we need to confirm your shipment. If your buyer asks for tracking information, they can find it in their Purchase history.
That means it does not need an acceptance scan in the traditional sense because the PO and the carrier cannot hand scan it. But it does need to be scanned at the distro center by the sorting machinery.
The same performance standards apply to ESE for late shipment as other tracked services.
Case in point, this seller's late shipping rate was affected when their local distro center fell behind on letter mail (LINK).
And, as mentioned, a delivery scan is needed for seller protections on an INR.

Understandable...and I was able to notice last year a buyer gave me a low rating on shipping...we are able to see who gave us a low rating...I did nothing to ask buyer about it...I just blocked buyer.

it may have changed in the last year or two, but it used to be if you get it scanned by midnight PST of the night your "ship by date" is based on your handling time on the listing. that could mean you can hand this into walgreens at 11:15 pm on a Friday night and it not go anywhere until Monday evening, but technically you'd be ontime for getting it in. if there is no scan in, then you are most likely going to be dinged as late unless the buyer leaves you a 5 star feedback saying you're on time. as a buyer, it's sometimes hard to tell when i'm supposed to really get the item as the estimated target date keeps moving around, so i can't even tell if the seller was late by a day or not on his end, and in most cases - the extra day wouldn't matter to me as i'm not micro managing the item
