if a buyer opens a return case saying their item is not as described or broken , if I just give full refund will it still count against my not as described return cases? I know accepting the return will but not sure it will if i just refund and dont make the customer send back. does anyone know? thanks

Accepting a return or giving a full refund w/o return does not count against you.
What counts against you is if you involve eBay and are still found to be responsible for the return (which is almost always).

Under the new seller updates, all return requests will count against you. Doesn't matter how you resolve it, its the number of requests opened that will be counted against you.

I don't believe this is correct ... only the SNAD return requests are used in the new metric that will count against a seller. Remorse return requests do not count.
At least that's how I read it in the 2018 Summer Seller Update.

Your "item not as described" request rate will help identify items that do not meet buyer expectations after the sale. All sellers must accept and resolve these types of return requests from buyers when valid:
In instances where buyers ask to return items they simply no longer want or can’t use, the requests will not be included in your "item not as described" rate. Sellers decide when they list their items whether they want to accept these types of returns, and we encourage sellers to offer the best customer service they can to meet buyers' needs, including free returns.
Resolution is not what eBay is interested in or tracking. They penalize sellers if they RECEIVE a request.
