I have sent back several faulty items with no problems but this is the 2nd case now when
I am lost.
I ordered a 30 GBP item which is completely useless so I contacted the Seller to have it shipped
back, he did not send label so I checked the shipping fee with local post office and it would be 20 GBP.
I contacted him to refund me shipping fee but no response...
I emailed Ebay 2 days ago but no response from them either.
Ebay would close the case tomorrow soI added a temporary tracking nr. but no clue what to do???

You shouldn't have uploaded a temporary tracking number...that won't do you any good but it can cause issues. The seller is required provided return costs if they haven't you need to contact eBay to have the case closed in your favor

As said, you shouldn't have added a temporary tracking number. It won't work.
You need to go back to the return request and ask eBay to have the seller send a return shipping label or funds to cover return shipping costs (get the amount you need to return the item and state this in your response) and then ask eBay to step in.
You need to somehow remove that temporary tracking number. If you can't eBay may not help you.

Thanks for your help, I have used this temp tracking nr. before to avoid the case to be closed.
Meanwhile Ebay got back to me and reassured that the case will be closed in my favour if the Seller
does not refund the shipping cost.
I still dont understand why is there no automated refund (on a previously agreed amount) of shipping cost if the seller cannot send shipping label...

That would be more complicated than your thinking. eBay can only refund out of what you'd paid so even if they did that once you return the item you'd only get the remainder of what you paid back. With domestic transactions they have the seller buy the label for the buyer but that's not possible with international. So the way it's done now is the only way possible
