Someone told me I could buy and print label through Ebay for package to Relative without an Ebay sale involved - but I lost email - is this info correct?

You don't need a business account.

I don't know of any way to print a non-ebay label through eBay.
Another PayPal link is www.paypal.com/shipnow . The PayPal postage prices are the same basic online prices as for eBay labels.

You were given incorrect information. You can only buy a label through eBay for items you have sold. You can't just buy postage from eBay. It's PayPal that actually sells postage--http://www.paypal.com/shipnow

Under most circumstances a label to a non-eBay recipient could be printed by doing a "print another label" on a sold listing (this presumes you are a seller and have an appropriate sold listing sitting around in sold history.)
Not a good idea though!
One can edit the recipient name and address, dimensions, weight, carrier, and service on the new label, but the original buyer would get an email that another package was being shipped for that transaction, and a new tracking number would get tossed into the works for the original eBay transaction. Messy.
So, although theoretically possible, it's not really workable or a good idea.

I have heard of sellers doing that--but it's to print a label for a replacement item sent to the original buyer--it resulted in a late shipment defect or whatever eBay is calling it. It affected their shipping metrics!

Yeah, I did it a few years ago when I forgot to included a couple of replacement bolts in a large package I shipped off. No defects or late shipping issues back then.
I guess the new policy prevents using "print another label" to give a buyer extras or omitted items.
How does it work now? If a return or a case (or dispute or whatever it is) occurs where solution is to provide a replacement, does the defect machine ignore additional labels printed and allow it then?
I posted t he approach as a theoretical observation. You can print a label to ship a fruitcake to your Grandma using one of your buyer's transactions, but there really isn't any way I can think of to make it not hurt badly due to the buyer being notified and saying "Whuttt?", and the resulting late shipment ding.
Wonder if that buyer could file an INR since the second label would not show delivered to his zip, but to Grandma's
