But my Seller rating is reduced because of the neglected scan. I do not understand. How about someone from eBay coming here and explaining this policy-better yet, tell us how to guarantee that carriers will scan every package prior to delivery.

This is a member-to-member board ... eBay doesn't typically respond to questions.
But, to answer your question ... To guarantee that it is scanned, you stand in line and have the postal clerk scan each package ... if your local post office has a limit on the number they will scan, then generate and use a scan sheet. This "acceptance scan" is the primary scan that eBay uses in determination of ones' seller level, because it verifies your handling time.
A lot of post offices are installing machines that will allow you to self-scan the package.

The control is that you have the power to choose a carrier that will scan.

We experienced this recently.
A buyer who purchased an item from us before made a larger order.
Tracking stops at "out for delivery" and hasn't been delivered.
Buyer ask for refund after 3 days of not being updated.
I asked him if he can wait but he just requests eBay to step in. Ebay looks at tracking then instantly refunds him.
The post office said to wait a couple days so they can investigate and insurance claim says to wait 2 weeks before I can make a claim.
I found out the previous package to this buyer showed up also stuck at "out for delivery".. but he left us a positive review so it did arrive. This time I think he took advantage of it. My insurance claim went through fine and was glad it was covered..
That was until I noticed a $120 final value fee never was credited so I called them and they said okay we'll refund you. Over a month later and no credit. So I called back and eBay doesn't want to refund $120 final value fee because the buyer requested them to step in..

Without the scan, what's to prevent sellers from printing out the label and then sitting on the packages?
As already stated, you can go to the post office and have them scan there.
Or, better, talk to your letter carrier and to the local post office they work from. The USPS is becoming really good at scanning but some offices haven't caught up yet. Annual tipping during the holidays might help too. We tip our guy very well and consider it profit sharing. He scans every package, handles them like glass (books mostly) and even brings us shipping supplies when we're low.
And remember, you are competing with other sellers who usually get their items scanned on time.
