Got a message from a buyer that she hasn't received a package.

Delivered Jan 25th, then the status changed to "return to Sender"

Call the USPS 800 number and see if they can provide additional info.  Prolly have to be Monday.

 

If the package was delivered you are done.  If the buyer got the package redirected to another address you are done.  A "refused" by buyer and you are done.  Generally an "attempted delivery" or can't deliver is on the buyer and you would win a INR case.

 

I would wait until you get more info from USPS before doing anything.  Make sure the tracking number is up loaded to the sales record.  Do not encourage it, but if the buyer files an INR case, make sure you upload the tracking number to the case.

Your buyer @bc2301 changed their mind, simply doesn't want the item anymore, and are hoping to get a full refund without paying for return shipping. That's all.

 

If you check the tracking number at USPS.com you will see the events in chronological order:

-- Jan 25: The package was delivered by that post office

-- Feb 13: Nearly 3 weeks later, your buyer marked it Return to Sender and gave it to a carrier/dropped it in collection box/at a post office

-- Feb 18: A postal worker affixed a sticker over your buyer's address on the shipping label so that it won't be accidentally delivered again to your buyer

 

And now it's on its way back

a. to the sender's address that was not covered up on the label, and

b. still tracked using the tracking barcode that also was not covered up

 

Completely stop talking to the buyer. If they file an Item Not Received case, upload the tracking number into the case then contact eBay by phone or Facebook here to step in. eBay will close the case without a refund and feedback will be blocked or removed.

 

Then, after the package returns, check if the bottom was sliced open and the item was removed and replaced, then the package was resealed. Otherwise, you can decide whether or not to refund (since the case is already closed) and whether to deduct your fees and shipping.

I did send a msg to the buyer (before posting here) that I wasnt sure what was going on... And this is when I asked if the "delivery was refused"...

So far, there is no response. 

From now on I just sit tight and wait if the INR initiated?

The buyer has 1600+ feedbacks. I guess if what you are saying is what has happened, then apparently the buyer is aware how to play the system.

OK, now with the additional information....

 

Be aware that "delivery refused" is equal in eBay's rules to "delivered"  you are done. 

 

Yes, wait and see if the buyer files an INR case.  Again make sure the tracking is uploaded to the sale record and to any INR case, if filed.  The buyer will automatically lose and INR case they file so don't sweat that,

 

However, if this is more nefarious like @mama_583368  noted and you get an empty box or a rock back (not your item) THEN come back her and ask for help on how to handle fraud.

There is still no response from a buyer. Will see how it plays out. Will keep posted.
