I've used the eBay Global Shipping Program several times in the past with good results. It's easy and, in one instance, indemnified both me as the seller and my Italian buyer when the shipment simply disappeared off the map.
But today I wanted to use GSP for a shipment to Brazil and could not find it offered as an option. Instead some other eBay export-shipping utility I'd never heard of before was offered, but at such a low price and with such a delayed delivery estimate that I didn't trust it and went with USPS International Priority Mail instead with insurance for the full value.
Why wasn't GSP available?

I'd have to generate another sale to Brazil to know if the problem is fixed, but from a page I was directed to that had an overview of the GSP, I learned that the box: Home / My eBay / My Account / Site Preferences / Global Shipping Preferences was NOT checked. This makes me wonder why GSP even showed up for numerous previous sales, unless an update or something unchecked that for me. Anyway, we'll see. But for now eBay is bugging me so I'll mark the thread as solved.

What I found that might be applicable: Brazil is listed as available on the page I linked.
Is your item in a category that is available for the GSP?
Also
Any exclusions you create will also apply to your Global Shipping Program eligible listings.

This sounds to me like 'eBay standard international delivery'

This is automatically applied unless:
1) You listed the item as GSP during creation
2) You selected domestic only shipping and then followed up with 'do not ship to locations I dont allow' in site preferences.
If GSP is a first class, Air Emerates flight, ESID is basic economy on South West.
GSP has to be your intl shipping option at the creation of the listing as it has all those shipping expenses for the buyer (customs and shipping from eBays center in Ky). If it isnt and its purchased using ESID or your own method then shipping is 100% done by the seller.
ESID also has a habit of getting lost in shipping containers... in which case you can claim $100 in insurance if it goes missing (Shipping cost is not covered).

FWIW, most of the hatred for GSP here in Canada has abated, since the Liberals raised our duty-free allowance to $150.
There are still slow delivery problems, some COVID related, others from a very poor choice of last mile contractors.
But instead the new ESID, although it is used much much less than GSP, has had no good reports and a lot of bad ones, mostly related to poor tracking and worse delivery times. They do not seem ever to use the very reliable Canada Post as their last mile deliverer.

Thanks very much to all. No, the item is not used, it's identical to other new items I've been selling for a couple of years now, and have used GSP on this same item at least two or three times before. In fact, in the listing I show GSP as how I do overseas sales exclusively.
As far as selecting from fields of options, I do have trouble with that. I know there are two ways to approach Selling, the "Seller's Hub" and the more traditional method. I use the latter. When I went to ship this item this morning, I looked all over the Selling section associated with this sale, pulled-down every menu I could find, and there was not GSP anywhere. I even activated the Seller's Hub and looked there, but went back to the more familiar format.
I do find that, as time has passed, eBay has become more complicated and more confusing, to me anyway, with almost too many options and less and less 'walk you through' the various processes and fewer means of actually contacting and asking eBay directly. Thanks again to all of you who responded, without this Community there would be no assistance at all.

Strange, I have subbed in several different countries as delivery locations, and the GSP option does not appear for any of them when I look.
Priority International is all that shows up.
You may want to open the listing, click on "Shipping and payments", and change from your zip to an international destination to see what you see.
