I understood that if an ESE goes missing that eBay would reimburse up to $10.00. If that is true what is the procedure?
Bought on Jan 3, mailed Jan 4, with an estimated deliver Jan6-9, tracking shows arrived Austin Texas Jan 8. Nothing since. That was 9 days ago. I do know that there is not a final delivery scan but the buyer has contacted me to say they never got it.

As long as there was a scan at some point to verify the carrier received it, you're eligible for coverage on the item price.
You'll have to refund the buyer now if they filed a non-receipt claim. But you'll have to wait 30 days to file an insurance claim.

The weather in Texas may be an issue, as well. I know that the Texas Department of Transportation was encouraging drivers to stay off the roads during the last few days, due to freezing temperatures and icy driving conditions.
You might ask your buyer what the weather has been in his area, and suggest that he wait a few days longer for the USPS trucks to begin delivering again.
