Guaranteed delivery Wed, May 27
The guarantee date has passed and the seller says ebay sets the guarantee. What is the guarantee good for? There are no consequences if the seller does not meet the date.

You can file an Item Not Received case. You could have done that the first day past the estimated delivery date... you're late now! You'll receive a refund. Good luck!

Sellers can opt into the guaranteed program but they don't set the dates- ebay does. Even when sellers opt out of the program, ebay decides to add the guarantee to whatever items they like. There is nothing any seller can do to stop ebay from adding this to their listings. In both cases, the sellers are NOT the ones setting the date.
I sell mostly media items and even if a person lives close to me, the USPS will usually first send the package many miles away to the next state over. Then it gets returned to my state. I've had purchases delivered all the way to California faster than ones going to an address in my own state.
If anyone should get punished for a delivery not making a guaranteed date, it should be ebay. Once a seller delivers a package to whatever service they use for shipping, what happens next is totally out of their hands. What ebay does do is give the buyer a $5 voucher to use on a future purchase if the item doesn't arrive on time. (I believe it has to be requested.) Or, if the buyer prefers, they may return the item for a full refund.

Actually, it is my understanding that the USPS has suspended their Guaranteed Delivery Date Service because of the pandemic. I also believe that eBay has announced that they are going to be somewhat tolerant regarding late deliveries so I'm not sure they will be punishing sellers for it at this time.
With regard to the seller being located 15 miles away, that is pretty much irrelevant since the USPS and other delivery services have their own methods beyond the seller's control. Of course, even if the seller was hand delivering items, I'm not sure how they would accomplish that if they were subject a quarantine as many are at present.

Why do you think there even should be a punishment ? Do you actually think a seller is putting an item in a backpack and jogging over to yours to personally deliver it ? You must surely realize the shipping carrier has total control over a delivery, No idea why you seem intent on giving the seller a hard time over this.
As others have pointed out E Bay insert this not the seller.
All a seller is required to do is to dispatch the item within their stated time frame using the shipping service listed, if they have done that anything else is now totally out of their control.

In addition, the only service the USPS guarantees a date is the very expensive priority express mail. And yes, the USPS is not guaranteeing this service at the present time.

If the seller has a 1 day handling time and the method of delivery is by Priority Mail then eBay guarantees the delivery date because Priority Mail NORMALLY takes 1-3 days plus the seller's handling time and a guaranteed delivery is one that eBay thinks will be delivered by 4 days. However, the mail load is heavy due to Covid 19 and packages are not able to meet eBay's delivery date.
Why would you expect consequences to the seller for promises eBay made or if USPS is slow?
