What is going on with Ebay listing when you are setting up the shipping?

Trying to set up a listing like I have 1000s of times before. I only ship to the US and to Canada. I have Global Shipping Program toggled off and Add Another Shipping Service toggled on. Have USPS First Class Mail International / First Class Package International Service chosen, and Ships to Canada chosen. You have to do it 3 or 4 times or it will still show shipping to the whole world! And where do you add a handling charge now?

I have domestic shipping set at calculated. there is no place to add a handling charge.

With the international shipping, click on the international services field, toggle off worldwide and toggle on "destination".  Then choose Canada.
The handling fee section is located top right in the shipping section.  Click on "see all options".  Scroll down and you will see the handling charge section.
