I've communicated with the buyer over eBay messaging system and ask him if I offer him a partial refund of $300 and keep the graphic card, would he accept it? If he say yes..which he did.. and if he accept the refund through the eBay system, does it automatically closed the case? Will he still be able to reopen the return request or full refund? If he isn't required to close the case AFTER accepting the refund, how long does he have? I called eBay and chatted with two customer service agent and they both give me different answers.. One say if he accept the refund, the case is closed and buyer won't be able to reopen. Another agent say he have 10 days after accepting the refund, but the buyer have to have a "strong" reason. I have a feeling in this case, the strong reason can be just about any reason..
Please help, I need the exact answer or if you have a written policy link to where it specifically talks about it. Thank you.

If you offer a partial refund through the return request, and
- the buyer accepts the offer within the 21 business days that the request is open,
- the partial refund is issued without requiring a return, and
- the case closes.
The buyer cannot appeal, as an appeal is for when eBay made the decision.
However, the buyer can go to PayPal to get the remainder of the refund upon a tracked return of the flamethrower, or from its card issuer without a return required (since the buyer had already requested a return) if that's how it paid.
