I sold a pair of Ray Ban sunglasses on EBAY. The buyer says they have 2 different arms and wants me to pay return shipping. I bought the glasses BRAND NEW at Sun Glass Hut a few years ago and never wore them and certainly never replaced the arms. I think he bought them for parts. What should I do??? I have never had a problem like this.

Ask Buyer to send you pics of the problem. Bear in mind that eBay does not require the Buyer to send pics, or even respond to any comment or request you make.
Within the current eBay climate, know that the Buyer is in the driver's seat when it comes to satisfaction and returns, so there is little else you can do at this point. More than likely the Buyer is not a parts harvester, they probably just changed their mind and know that on eBay, claiming there is something wrong with the item gets them a free return. Sunglasses are a fashion item and like any fashion item, there will be returns.
One other thing to keep in mind, eBay return labels do NOT include any sort of shipping insurance, so if you are concerned about risk of loss or damage on the return leg of shipment, arrange for a shipping method that does have insurance, or seek other avenues to cover the risk.

If all of this is happening with eBay's Resolution Center, then it should explain to you what happens when you accept the return request without asking eBay to step in.
For domestic sales, IIRC the system will give you an option to automatically generate a label that will be automatically sent to Buyer, and then when Buyer packs it up, sends it off, and it is delivered, will automatically refund original purchase price and shipping to Buyer out of your PP account, and then further charge you (not sure if instantly out of your PP account, or just added to your monthly eBay bill) for the cost of the return label.
If risk of loss or damage is important to you in this case, you do have the option to decline the use of the eBay generated label and send your own label from whatever shipper with whatever insurance you feel is necessary, to the Buyer.
