What does processed under a different LP mean when using the Global Shipping Program?

I am tracking my Parcel that I bought sent through the Global Shipping Program but it is showing as undeliverable.

On two occasions it is showing as "Parcel was processed under a different LP". What does this mean? What is a LP? Google doesn't tell me what it is?
Why does it take 17 days for them to realize this and mark it as undeliverable?

The messages that the original poster received suggests that the item being shipped is something that the gsp will not forward.  It doesn't always make sense why that particular item  is on the restriction list but when that happens the gsp keeps the item and they refund the buyer.
