What do you do in the case of return to sender claiming items are missing

Just wondering what you do in a case where you return to sender but then sender says something is missing and is threatening you.
how the hell do you prove something like that?

They cannot prove it so they will lose. Did you open a case for a return first? If so, and you used the return label, then you will be fine because the tracking will show it was delivered back to the seller. That's all that you were required to do by eBay. The seller is required to provide a full refund in a short amount of time once the item is returned so you should get your full refund shortly. If not then contact eBay.

Also no one can threaten anyone so feel free to report this person if that is what they are doing to you. Don't respond back to them because eBay can, and will, read all messages between the two of you. Two wrongs don't make a right so don't go that route. Let them say what they want and simply call eBay and report them.

When you say "return to sender" are you saying you received an item, opened a return on eBay, printed a label, and returned it to the seller? Or are you saying you wrote "return to sender" on the item you received to return the item back?

If Option 1 (eBay Return) -> Then as stated previously you are fine. The seller can not prove it. Unless several sellers report you for the same thing, then it's just he-said she-said.

If Option 2 (return to sender) -> If the seller told you to do this, then again you are covered. If not, then you should know that eBay only allows a "return to sender" for certain situations. Return to senders do not get the same priority or protection of the original package. Insurance on the package works to the buyer, not on a "return to sender" so the item on its way back getting damaged can be on the buyer, not the seller if it was not asked for by the seller and was not told to return it by eBay.

NOW, having said that, I am not sure how PayPal would handle a claim (assuming the seller is still using PayPal to process their payments).
