This is a yes or no question. If you don't know the answer for 100% certain, please don't respond.
When Global Shipping was forced on eBay sellers a decade ago, all sellers' accounts (including those who purposefully did not ship internationally) were opted into the program without their knowledge or consent.
Does eBay plan to do the same thing again with their latest version of Global Shipping? I do not and will not ship internationally, and my user settings currently reflect that. Will those settings be changed again without my consent?

Yes, all sellers will be opted in. If you don't want to sell Internationally you have to go to site preferences, then shipping preferences and toggle the eBay International Shipping to off or unenroll. It will ask why, enter a reason and submit. It usually takes 24-48 hours to process.

Every member is (by default) opted "in" to this new program. eBay has stated such in various releases.......
You, as a seller, must "opt-out" of the new program by simply checking your preferences.
It was announced that it is replacing GSP, and if you were not enrolled in GSP it would not affect you.
however, some members have claimed that they were enrolled without their knowledge.
So, its a pretty rudumentary thing, to simply check your shipping prefrences and make sure you are opted out....

When I go to Shipping Preferences, it simply says "Not Enrolled." I'm asking if that is going to change without my consent as they roll it out, because there is no way to opt out in Shipping Options. All I can do is click "Enroll."

You know, I phrased my OP in such a manner that I was hoping to avoid condescending and snarky responses like yours, because frankly, I'm not in the mood. Responses like yours are the reason I try to avoid this forum.

They probably haven't got to you yet, I just received mine a couple weeks ago.
Keep an eye out for a message or an email telling you that you've been enrolled in it and it should tell you how to opt out of it.

I appreciate your response.
However, when eBay sprung the Global Shipping Program on us a decade ago, I did not receive a notification nor clear instructions on how to opt out. So you'll excuse me if I have little to no confidence in eBay doing any better this time. I guess I'll just have to get in the habit of checking shipping preferences every single day.

I would say yes all sellers will be opted in.
I was opted in, and I quickly opted out. I don’t need that headache.

I had gotten a email right when my account was automatically opted in. I think it's slowly automatically opted everyone in, but you have a option to opt put as soon as it notifies you with that email. It take 1 to 2 days to process completely. I had been reading about others having same thing happen, and had yet to have it happen at that time but it eventually did happen.
