Weird return request, advice would be helpful.

The buyer wants to return a used game system I sold, which only has the game system and the controllers. My picture on the listing is of the game system and the controllers, and I noted twice using words in the listing that it did not include the wiring to connect to the tv. He only got it today and claimed the remotes were not working. I suggested they require a battery replacement, and I forwarded him instructions showing him where to unscrew the controllers and replace the batteries. I also sent him the manual in website form. The sale did not include the three wires needed to connect the system to the tv, and I am assuming this is why it is not working. He sent me a picture of the controllers, but nothing else. I am guessing he was hoping just the system and controllers were enough for it to work, and that he did not fully set up the system or try replacing the batteries. Any idea what the outcome will be? Obviously the item was as described IMO, but I've read some horror stories. No response yet, but it's not something I would want to accept as a return since I have a no return policy and I offer free shipping so I barely made anything off of it anyway.

Even with a no returns policy, if the buyer files an Item Not as Described dispute in the Resolution Center, you WILL be required to accept the return and provide a prepaid shipping label to the buyer for the item's return.

However, if the buyer states s/he changed his/her mind, that is a buyer's remorse reason and you CAN refuse the return.

When you list an item as "used", eBay's definition states that the item must be "fully operational and functions as intended".  However, you don't seem to know whether or not the item was working, otherwise you would know the condition of the batteries.

Hopefully the buyer can get it to work with a battery replacement, but if not then you would be liable for refunding the buyer's money and (if you want it back) paying for return shipping.

I do not have advise for this sale other than give the refund and tell him to keep the item. I have found when listing electronic with missing parts or cords, I list "as parts not working", with explanation that I do not have cord and cannot confirm working order. I sell "as is" no return. I am always surprised how many times these items sell, The buyer is always happy to report the item works and they got a great price.

Also always state that batteries are not included, even when I have batteries in the item- then it is a bonus for the buyer if the item arrives in working order. I have had the battery die in transit, was a disappointment to buyer and I had to refund the cost of battery replacement.

Prior to shipping items with defects missing parts or no batteries, I always send an email to buyer stating, " thank you for your purchase. When selling vintage or used items with defects we always like to confirm prior to shipping that you noted in the description...." I always get a response that clarifies the noted flaws or if the buyer did not notice, they thank me and request a cancelation. No disappointments for either of us,  just transparent communication.

you said you sold the game system without the video cable and that the only things that were included were the controllers and the system.

It sounds like it's also missing the power adapter.  Usually people have extra RCA and HDMI cables laying around or can buy those anywhere so not including them isn't a problem as they are pretty standard.  Power adapters are specific to the device and I'm guessing if the buyer doesn't already have the system they don't have the power adapter.
