Want to ship using EIS Only, do i need to restrict all countries and then allow EIS override?

Am currently signed up for EIS and have used it to ship to EIS center Chicago area and they ship it on internationally from there... fine.  BUT before I signed up for EIS I had all countries blocked in all my shipping business policies because I do not want to ship any international with my own labels.  I used the "allow EIS to override restrictions" turned on slider in selling preferences so EIS could ship.

So.... If I now remove all my restricted locations from all my business policies, will ebay then allow international buyers that buy items NOT qualified for EIS shipping still buy them and I have to ship them international?

I want to do international ONLY through EIS but I want to remove almost all my location restrictions so I can be more selective for excluding specific items with a specific business policy.  But it seems if I remove all restrictions then ebay will allow NON EIS international purchases.  What am I missing here?

Just don’t offer any other international shipping methods. Then you’ll never deal with direct international shipping. Buyers who wish to can still purchase via a freight forwarder instead of EIS if they want, but they could do that with all other countries blocked too.

If there are restrictions to shipping on certain categories to certain countries eIS won’t allow the buyer to purchase.
Example eIS has toys category blocked buyers from the UK to purchase.
When you opt into eIS you won’t be shipping internationally, you will only ship to the eIS hub in Glendale Heights, Illinois.

I did the same as you, blocking all countries and allowing EIS to handle all overseas sales.

Would not mess with the business policies on your current account.

Perhaps creating another selling account with different business policies for the items you wish to exclude would be easier?
