Since July we get charged 25% VAT on all parcels from outside EU. On eBay it's collected immediately when you make the purchase and transferred to your government. Presumably the parcel should then have some kind of verifiable transaction ID so the customs can see VAT has been paid. However, the packages I've been getting from Asia still come with a fake declared price like $5 or $10. They do that for the buyer to avoid import tax, which didn't even work before but now it screws me over because the customs charge 25% of this declared price on top of VAT I already paid on eBay. I don't think I even have any recourse here. I have zero chance of getting any money back from my government. What I want to do is contact the seller and tell them to get with the times. It's something eBay should be doing more aggressively imo because this situation hurts all sides in the long run. Anyway, am I correct in assuming that a correctly processed parcel is supposed to have a traceable transaction ID now? I want to know so I can instruct/demand it the next time I'm buying.

I had the same problem here in U S. All Luxury watch Sellers from Asia doing this. I reported it, in many cases, years ago, to eBay high value team but they ignored the problem. Watches sold for $2000, valued at $200. We didn't have authentication those days but I have no idea how packages were insured if so
eBay turns their head on Customs' regulations all the time. That's a norm here. It will hurt the business! Two Billion transactions a day, I imagine; we're talking about few million transactions a day with Sellers on bad behavior. If eBay leaves that market, they'll go do it in competition sites
What's the recourse? Nothing you can do. Like me, don't buy from Asian Sellers. Because, ultimately, someone is going to get in trouble and you don't want to be at any end of it

I've only sold to Canada so far, from the US. I'm planning on selling to Europe and I don't want my buyers to go through this, and I plan on shipping direct, not GSP. I'm assuming eBay gives me a number to put on the customs form if fees were paid through eBay?

I've tried all options and got back to GSP. Let eBay handle the paperwork for you. Package will be insured to reach the Buyer for loss and damages. There is about %8 savings there which isn't worth the hassle. Plus all paperwork is taking care of
