VAT and DHL

Hi, just bought some diecast from Japan, paid VAT as it was automatically added to total invoice. Package was sent via DHL Express. Now DHL Express e-mail me, that my package need to go throught custom declaration and pay VAT? 
Ebay declare no additional feed so what is that???? 
Is somebody Challenge already with this problem?

There is an IOSS number for eBay VAT prepaid orders. Make sure you/the seller forward the IOSS number to DHL Express.

Thank you for answer. Yes, exactly this is the problem. He wrote ioss on box but not for bill. So to avoid another extra fees for storage (seller still not respond) i was forced to paid VAT for the second time and now also with extra DHL administration fee (witch was bigger than VAT). So any thoughts who supposed refund me this extra payment?
