Using pending payments to pay for shipping labels isn't working for bulk payments

For the last few days, when I purchase shipping labels, instead of getting the option to choose between PayPal and pending payouts for payment, the message I get is "Automatic PayPal payments for USPS services have been set up". This message only appears when using bulk shipping. If I ship items individually, I still have the option to pay with pending payouts. When I spoke to eBay CS on Monday they assured me that it was a known issue and would be resolved within 24 hours. A few days later, it's not fixed.

I thought I'd share this in case anyone else is having issues and looking for a resolution.

I got that same message today but I clicked to the next screen which was the actual payment screen and I was able to change it to pending payouts
