Undeliverable - Item restricted at Global Shipping Center

I have had several items reach the Global Shipping Center since April 23rd, 2020 (Today being April 30, 2020) that I have received the "Undeliverable - Item restricted at Global Shipping Center" notification stating my items will not be delivered or returned to the seller.

 

"The item in question has been deemed restricted. This could be due to import/shipping restrictions or eligibility requirements within the Global Shipping Program. The item will not be shipped to you nor returned to your seller."

 

These items range from a pair of drill bits, a small Nanuk case, a pair of small speakers, etc. none of which should be restricted items. I have been in contact with DHL who usually ships the items from the Global Shipping Center on this matter & was informed multiple times that there are no shipping restrictions in place on their part. I have contacted a couple of the sellers who have all been just as surprised as me to hear this.

 

How can I find out what's going on? I still have other items that are in transit to the Global Shipping Center that I don't want to have the same issue with & I am not placing any new orders through eBay until this is issue is resolved.

look for the sellers that do not use global shipping. Or ask before you buy, what service they use.

anyway the Global shipping is a bit off a rort, says customs etc be taken care of, when the usual cost would be $1.80 to Australia they want $28, there are no customs forms required under $1000

Normally when a buyer in Australia makes a purchase, ebay adds on the Australian GST/VAT to the invoice. When there is a gsp purchase, would the GST be included in those import fees?

I've had zero issues with global shipping up until last week. My only issue is that there were no specific details given as to exactly why these items were confiscated. I also have no idea as to how to get in contact directly with the Global Shipping Center to query on this. I suspect this may have something to do with new shipping restrictions that may have been put into place for the Covid-19 situation but a letter or something from the shipping center giving exact details would have been nice. Even better would have been to allow the items through & send a notice that after such a date no other items would be allowed to be shipped. This whole situation hit me blindsided and at a loss for items that I was expecting to be delivered by now.

I purchased bone lacemaking bobbins from a UK seller and they became restricted item at GSP. This is bogus. The bobbins are not restricted. I need the bobbins for my lace work. I have tried to resolve this with ebay unsuccessfully. I have made successful purchases of bone bobbins in the past. What is this about. I have asked "what is the restriction" there is no reply.

I just had an item that I purchased through GSP from US to Canada refunded because it was restricted. - Starburst Jelly Beans. I have purchased these several times in the past through GSP and no problem. I got all my money back immediately, but wonder what the problem might be? Any idea?

This is an old post from April, but the problem continues.  I was just informed a necklace I sent to Canada is restricted.  I have sold many pieces of jewelry to Canada....why all of a sudden is it restricted?  It makes not sense.  They refund the buyer, they let me keep the sale, and they keep the necklace.  So what happens to my necklace???  And WHY would they restrict it?  eBay offers no valid explanation.

What?!  You get to keep the money when such an export is stopped at the GSP center?  That actually sounds great for the seller.

I guess the buyer gets refunded, I keep the sale, and the necklace goes to never, never land...?

Looks like my items have also been "restricted" by Global Shipping  😞

Has anyone been able to dispute this with eBay (or GSC) - were you successful?   If so, how did you do it?

Got one these situations myself.

It was 4 McDonald's Happy Meal toys.

Nothing out of the norm.

I explained it to my buyer, but I am not sure what he thought as he left me negative feedback and insinuated that I had received the item back. My feedback revision request was handled in under 24 hours, but it is still unsettling when it is out of my control.

Dear Tardishire,

I have had a recent experience with GSP from the UK.  The listing stated Royal Mail would be used but somehow the seller got opted-in and it wound up at Lichfield GSP. It was an antique Georgian decanter box.  I received a message from Ebay that the item was restricted, and got no further with ebay or any other readily accessible dispute service.  I then took it up with Pitney Bowes US.

PB claimed my item was contaminated and was prevented from moving forward due to a risk to the shipping program and that as a result it could not be transported forward.  When I asked what it was supposedly contaminated with and in what concentrations, they told me they did not know as they had not tested it.  Their conclusion that the item was contaminated was based on one of the photos in the listing that did not show any contamination (just some normal wear to the lid of an antique box).  As a scientist I would also put forward that is impossible to identify contamination from a photo!.

My understanding is that they then "liquidated" my item, which presumably means they sold it.  Selling it would indicate that PB/GSP were not that concerned about any contamination or transporting the item.

 

I believe what PB fails to recognize is that under the terms and conditions of the GSP (s7 in the US agreement and s8 in the UK one) title does not pass to ebay/PB/GSP.  That means they are taking items and liquidating/selling without having title to them. Presumably, those who buy these items do not obtain good title either.

 

The only situation where title passes to ebay/PB/GSP is where the item is undeliverable. (s11 of the agreement).  "Undeliverable" generally means that the address is wrong or for some other reason the item has been returned to sender.  In fact, Pitney Bowes advertises the fact that its technology can solve the "undeliverable mail" problem by ensuring up to date addresses etc. That is, even Pitney Bowes uses the standard definition of "undeliverable" mail.  In my case, the item was definitely not undeliverable as they had managed to deliver another similar box to me the same week, and they had my correct contact details.

The bottom line? Pitney Bowes/GSP appears to be taking people's purchases contrary to the stated terms and conditions and "liquidating" them.  In my case, they have not been able to provide any legitimate reason for doing so. The item was not contaminated, nor was it damaged. They just took it without reasonable explanation.  Ebay really has to do something about this.  To quote from one of Pitney Bowes own documents:

 

Customer Experience: Customers who have a bad experience due to undelivered mail are likely to spread the word on social media. They are also much more likely to switch providers, even after a single incident, and in spite of efforts to make good.

 

That also applies when the shipper takes your item and "liquidates" it for no apparent reason. I certainly will never use GSP again, and do not intend to buy anything internationally on ebay ever again.
