Unable to permanently change Exclude shipping locations

I am unable to permanently change the Exclude shipping locations selections on any listing. I have gone in multiple times and changed various listings- and after making the change and publishing it the excluded list goes right back to the way it was. I even upgraded my store subscription so I could bulk change every listing in hopes that would work- and 24 hours later, it still hasn't changed. I would like to open every listing I have to every country. 

I do have Global Shipping selected. I've also done searches and seen the go to Hub and make the change, but it doesn't seem to be working. Does anyone know what else to do? I must be missing something. Thanks in advance!

Have you tried changing them in your Site Preferences / Shipping Preferences, instead of editing each listing?

Read up on Business Policies in the Help pages and try setting up a custom default Shipping Policy.  Once you have one set up, it's very easy to do a bulk update.

During Coid, ebay has excluded certain countries from all .com listings. There is no way of taking those off the exclusion list.   You said that you want to ship everywhere but you do realize that the gsp does not ship everywhere?   If you do want to ship to other countries on your own, you need to put in international shipping options so that non gsp countries have a shipping cost.
