For several hours now, I've been trying unsuccessfully to issue a full refund to a buyer, to no avail. Each time, when the refund is being completed, this message pops up:
There was a problem issuing this refund.
To refund your buyer, please try again later. If you're still having trouble, ask us to step in and help.
eBay's customer service is closed down to phone calls, so my only option is to email them for help, which I've done. However, their policy states they have 24 hours to respond, but I'm required, per their policies, to issue the refund no later than tomorrow.
Is anyone else having this problem with issuing refunds today? Should I just be patient and hope that eBay techs are fixing the problem?

Check to make sure that you have funds in your PayPal account to cover the refund.
If you do, then wait some time and try again ... lots of glitches on eBay over the last week.

You just need enough cash in your balance @classic_film1957 to cover the refund, including sales tax (you'll be reimbursed afterwards) and fees.
To get more cash in your balance, either
1. Make another sale
2. Have someone send cash to your balance
3. Transfer cash into your balance, which takes 3 to 5 days
Otherwise, have your buyer contact eBay to force the refund from you.

Update:
Ebay customer service responded to my email query MUCH faster than I expected. They took care of the customer's refund, and all is now well. Thank you all for your input - you were all correct, I had already transferred funds from PayPal to my bank account, so my "well was dry." Thanks, everyone!
