Buyer informed eBay item not received.
I respond a few times looking into matter.
No reply from Buyer.
I go to post office and learn Buyer filed a Package Inquiry resulting in Case Closed Investigation
Buyer does not tell me this, has not replied at all.
At first I'm thinking:
Refund Buyer
File USPS Claim
But post master said, the package could still be delivered.
In which case, I'm out the money and the package and the Buyer has the package for free.
NOTE: The tracking # history ends with the Case Closed Investigation which means, I'd bet, that tracking # is completed and finished - no further entries. If they would find the package and deliver it, I'm guessing it would not be under that tracking #. If that is the case, my claim on the original tracking # would be processed, I would get my money back and the customer would get the package and the USPS would be out the money. ???
eBay rules?:
Who is responsible for filing the claim?
If I file the claim, can I wait to get the payment before I refund Buyer?
NOTE: eBay agent said either the Buyer or Seller can file the claim, but he never said who is contractually responsible to file the claim. If the package was delivered, the Seller is off the hook.
The only "good" thing is that $60 is involved. I've already had "much more than $60 worth" of drama so far.

If the buyer filed with eBay not received and the tracking shows received - you are covered.
If tracking shows movement, eBay will give more time./
You just need to put the tracking into the case.
If the buyer closed the case it is done.
IF the item is lost, the seller refunds the buyer and the seller files the claim.
The seller paid for the label so the money from USPS goes to the seller.

The buyer is covered by the MBG, so they'll get a refund if it isn't delivered.
The insurance is for the seller, so you'll need to file an insurance claim.
If buyer files an INR, you'll have 3 days to provide tracking that shows it was delivered or refund.
If there's recent tracking, they might put the case on hole a few days,

that package inquiry case with USPS "case closed" does not end the tracking with the #. All it does is end that inquiry.
Not saying that you will see more, but just that closing "that" case is just that, closing "that" case, nothing more
If you file an insurance claim and the package later gets delivered, USPS "may" come looking for that money back.

Good to see you are a seller that responds. Keep it up and good karma would come ur way.
I purchased from a seller (can't call their name here because of community rules) but the seller is non responsive after US customs returned the item to them because US customs did not want to clear the item (it was a phone). The seller confirmed they received the package but over a month now they are non responsive. very dishonest sellers being enabled on this platform and the buyer has no recourse
