Hi so I recently sold an item to someone who is "based" in russia but his address on ebay is a reshipper.
I sent the item using ebay's automatic shipping label via USPS.
So the address listed was in Claymont DE 19703, but USPS tracking shows "delievered to agent, Wilmington, DE 19809.
Is this a problem? normal? Since it is a reshipper address

Thats not unusual for a reshippers address, it also happens with the Florida reshippers. I'm not exactly sure why this hapens but its common.

Not unless a case is opened, even then, reshipping an item voids the eBay MBG.

But what happens if the buyer claims item not recieved? The location delivered is different from the address on the label. I didn't change the shipping address on the ebay label printout.

The buyer has INR protection and could file a case so you would have to do some digging.......figure out why the zip is wrong.

This just happened to me. Customer based in Armenia won my auction. Purchased postage through e-bay, USPS tracking history:
Claymont "Out for delivery" to
Wilmington "Delivered Left With Individual"
Unfortunately, the buyer filed a "Did not receive" claim and won because the online tracking is the de-facto standard for proof of delivery. No "Delivered Left With Individual" in Claymont, no proof that the buyer ever received it.
I filed a "lost package" case with the USPS and they said that this is how they operate given the volumes that the re-shippers do. Unfortunately, because of that I am out of my item and the money I should have received. The e-mail claim I can get from the USPS is "once the reshipper packages are scanned delivered, they are then sent to the reshipper facility for distribution."
On the phone I'm able to confirm their operating procedure with a post office worker, but a phone call is not tangible proof and e-bay won't call a post office for an appeal.
I'm attempting to appeal, but in the mean time I hope that this can provide a cautionary tale for other sellers on this site that will ship to re-shippers.

Update:
I filed an insurance claim with the USPS claiming the package was lost. This claim was denied by the USPS. According to the denial letter: "Based on our investigation, your claim has been denied because our records indicate this package was delivered as addressed."
However, a scanned letter from the USPS saying this package was delivered as addressed is not enough proof for ebay. Sadly I have now lost the product I sold and the money I would have received for it because I cannot even file for package insurance.

@Anonymous How are sellers supposed to protect themselves from situations like this? The item was redirected THE POST OFFICE to a different address!

I also have a package enroute to a reshipper in Delaware. But my zip is 19701. Should be there Wednesday. Delaware seems to be the hot bed for reshipping to Russia. My buyer just had his name and address plus his reshipper account number. I researched the address, found the name of the reshipping company, the owner, and accessed their website in Russia. This is how foreign individuals get around your no International shipping block, even with ebay preferences set. You need to get into PayPal and block foreign payment/currency transactions and also non USA addresses. So while they may still bid on an item they'll never be able to pay for it and complete the transaction. Just let ebays unpaid buyer routine time out and you'll get your FVF back. After the Russian bid I set those blocks.

This is my reshippers Anti Fraud info. Not exactly confidence inspiring. I just don't like dealing with this and have now set my PayPal blocks.

There was a post 2 weeks ago by Trinton@ebay that address shipment redirections, he claimed that if the PO redirects a shipment, then as fas as eBay is concerned, that counts as delivery.
But you see how much effect that post has had? Zero.
eBay has no incentive to change anything to correct this situation, as this drives business to the GSP, which is a profit center for eBay.

Hi @dtexley3, I'm happy to offer more clarity! If tracking shows that the item was delivered to a address that differs from the one the buyer provided, we will not be able to protect you in the event an item not received claim is opened. If tracking indicates that the package was redirected or forwarded by the buyer, we have protection options for you. Based on the information provided in this thread, the OP's shipment was misdelivered and would not qualify for protection. I would recommend that the courier by contacted to explore options. If the courier confirms delivery to the address provided by the buyer, we can review documentation from them to ensure you are protected.
In regard to re-shipment, if we have proof that an item was forwarded beyond the original delivery location provided at checkout then the seller will be protected from the point of reshipment going forward. However, the item does need to be delivered to the address provided at checkout. If it isn't, then protections cannot be extended to the seller.
