I shipped a package mid December and on December 16th the last tracking info shows "no access to delivery location". I tried to file a claim on USPS and I continue to get the same error code "URI too long". I asked my local PO and she took the tracking info and has been trying to reach the buyer's local PO but no one answers the phone. She said it should have been returned to me but it has not. How to resolve this? USPS is responsible but I can't get anywhere with them.

You can file a case to look into the package at USPS.com It's automated and I have had good results with it.

Was the package insured? If it was not, then they may have done all the looking they plan to. Sounds like you received postal speak for we can't find it and quit looking.
If it was insured try this link to a claim form

There are a couple of things you can do. There is some kind of weird glitch happening on USPS.com with mobile devices and Google Chrome. I recommend using a Windows OS and a Desktop or Laptop while using Microsoft Edge as the browser. You will then need to go to USPS.COM and there will be a grey menu bar on the upper part of the home screen. In the upper right corner of the page hover over help, by the magnifying glass, then on the drop down menu click on "Filing a Claim". On the next page scroll down to Step 3, Show more, and then click the Start an Online Claim button. You will also need to create a USPS.COM account if you don't have one.
If you are still not able to file a claim, you can call 1-800-332-0317, then option 1, to talk to a USPS rep for a paper claim form to be mailed out to your home or PO Box(They can't email you the form).
"National Materials Customer Service 1-800-332-0317 (requests for paper Domestic Claim Forms only)."
Hope this helps.

All packages sent via USPS, UPS, and FedEx automatically include $100 of insurance, except for USPS Media Mail, and the original poster doesn't seem to list items in the Media categories.
Here's another link to filing an insurance claim with USPS:
