I recently bought an item off ebay. When I received it, it didn't match the description and photos so I sent it back to the seller for a refund. I was checking the tracking number today and it said that there was a delivery attempt but the mail receptacle was blocked, so it was not delivered. This is my first time ever encountering such a message. How should I proceed to make sure that the seller gets their item back and I get my refund? Thanks.

For now, nothing ... there will be attempted redeliveries, perhaps even a note left for the recipient to make pick-up arrangements. In the vast majority of cases, the item will be delivered, but it could take a week or more.
Overall, it is the recipient's responsibility to have a proper location for delivery. If, for whatever reason, the deliveries continue to fail and the package is returned, then call eBay. An attempted delivery will be judged by eBay as equivalent to a delivery, and you'll be refunded.

Your seller won't be able to avoid refunding you even if they make a 7ft pile of dead fish in front of thier mailbox.
Simply wait until you can escalate, call it in.
...also I believe you bought your item on ebay, if you bought it off ebay this forum will be of little or no use to you.
