USPS Rate increase??

I just mailed out a couple of small packages. One went to NY and one went to NH.

The normal rate for 4 ounces was $3.18, that was the very most I ever paid for 1st class mail for up to 4 ounces. Today, they cost me $3.43?

Did I miss a notice of the rate increase??

Yes. On October 18, USPS added a surcharge of 25 cents for online First Class package postage, and 40 cents for Parcel Select Ground and online Priority Mail.

eBay mentioned it in an Announcement on October 12, but the headline misleadingly only mentioned UPS and FedEx.
