USPS and eBay are just really taking the Keystone Cops thing to a whole new level.
Once again, USPS is issuing OLD / USED tracking numbers and as a seller, you cannot upload to your customers order details.
Last time this happened we lost our TRS over it. Numerous calls to eBay to remove all the defects and of course, they had numerous reasons why they wouldn't remove the defects!
We use ShipStation for labels. Started getting the error messages again today.
Very FRUSTRATING. Especially when they all act like it's your fault and blame each other!
For those that have argued that USPS does not re-use tracking... See the attached images for yourself!

Same thing happening to me - tried 3 times to buy a label and each time tracking number was already used. I'm using ShipStation as well. Had to take packages to the Post Office and pay over the counter.
ShipStation CS said they were already aware of this, which probably means it's one big screw up.
Tried to Void the labels for a refund, but not hopeful as the labels are already 'Successfully Delivered' according to the system.

So this current issue is likely tied to ShipStation services. Their CS should make you whole on those labels. Until ShipStation sorts this out, you guys can purchase labels elsewhere. The easiest options are probably eBay labels, PirateShip.com (free service) or Stamps.com if you have an account with them.
With the shipping issues we face this time of year, the last thing you need is to work with a service that's screwing up with recycled #s.

It's USPS doing this, not necessarily ShipStation.
USPS re-issues used tracking number but is too stupid to realize the tracking is still valid and active from the previous shipment.
This is the 5th time in as many years. They are literally, idiots.

so if you have shipments that already were picked up....what do you do? Will they still deliver the packages?

Yes, but the jury is still out on whether or not the tracking will correct itself so silly customers don't continue to freak out like Karens.
And sadly, the hardest part of this nonsense is really the customers. They act like you have robbed them. They act like you are too stupid to know where to ship to and they act like you are too stupid, period.
And not a one of them actually looks at the date of that false tracking, they only see it was delivered in another town. MONTHS ago. If they'd just look at the date of that tracking they might be able to figure it out. But NOPE! They rather send nasty emails and act like 3 year olds...
USPS Stupidity...
The gift that keeps on giving.
