I bought a 30$ item from a seller which is kind of a lot of money to me and the item showed it was delivered in the mailbox but nothing was there. My neighborhood is very trustworthy and I have never seen a theft report. We tried to solve things out with the seller which wasn't his fault but I couldn't get my money back. Is there a way to file a claim to USPS to receive a refund from them, as ebay's case was closed and their support number is just a bot telling me to put the tracking number which isn't helping at all. Thank you!

If the tracking number shows the package as DELIVERED, the seller has done his/her job.
The buyer has to track down the package: check with household members, neighbors, bushes, porch.
If the package still cannot be found, buyer needs to take the tracking number down to the post office. They can check their internal systems to see who scanned and delivered the package and check with that postal carrier to see if s/he remembers the package.
Someone may have stolen the package out of the mailbox or off the porch. File a report with the police department.

Can I still report it to the police if i don't suspect it was stolen but a possibility?

I'm an eBayer and a Mail Carrier.
First thing is to CALL your Postmaster. Ask that the GPS location be checked for the delivery scan.
We do occasionally make mistakes. I am having around 300+ packages to be delivered each and every day (not today, it's my day off YEAH!!!). We are swamped and more times than not in a hurry to make it back with the outgoing mail by dispatch time.
Over the past 8 months we in my office have been starting an hour or more EARLY (also unpaid for this time) and still getting back in a hour or more over evaluated time. My evaluation (the time I get paid for) has me starting at 7:30 and finishing at 3:30. I have been arriving to work between 6 and 6:30 and haven't finished earlier than 4:30 in months.
This can lead to more mistakes than normal, it could be that your item was delivered to an address with a similar house number or street name.
