I understand that they are new dimensions measurements for USPS Priority Mail when shipping large box packages over 1728 cubic inches.
Does USPS really enforce these rules now with Priority Mail?
If this is true, then I will lose a big profit margin when shipping these large packages that are over 1728 cubic inches.
I would rather not sell items that are over 1728 cubic inches and stick with the smaller packages.
What do you think?

Yes, they do.
Since about 2008, USPS had been charging a dimensional weight for Priority Mail packages over 1 cubic foot (1728 cubic inches) that were going to Zones 5 - 9. Starting on June 23, there are 3 changes:
1. Dimensional weight now applies to all zones, not just 5 - 9.
2. Dimensional weight now applies to Parcel Select Ground as well as to Priority Mail.
3. The divisor, formerly 194, is now 166.
