Effective today, Sept. 30, you can now apply for postage and service fee refunds online at usps.com/help. The USPS will refund for things like Priority Mail Express postage when the 1 or 2-day guaranteed delivery time is not met, or when you pay for Signature Confirmation and the package is delivered without obtaining a signature.
Currently, you have to go to your local Post Office to file a Form 3533 to get the refund, but in most cases the refund is given to you immediately. It's not clear how fast or what method will be used to get your online refunds.
This new online method is not for getting refunds for unused postage labels bought thru eBay.
