If you are genuinely losing that many packages, the problem is at your end. Either your labels are not attached well enough, not printed well enough, or your packaging is not sufficient and for some reason the labels or packaging is getting destroyed.
If the problem is only that the labels aren't being scanned but packages are still getting delivered, look at how you print/write your labels and how you attach them to the packages.

I'm unsure how you can hold Ebay at fault for your local PO not scanning packages or giving you a hard time because you are asking them to do their job. For these problems, you need to talk with your local postmaster. This is something you really should chat with them about. Over the years I've had to do this a couple of times and it has always worked out very well. But if your chat doesn't go well, then go to the USPS website and send in a complaint. It will get a response. It works quite well.

I have been on eBay since 2004 and shipped hundreds of packages. I have yet to have one not get scanned, or be lost or damaged. yes I am a mail carrier and over half the time take my packages to work in the next county.
I also see quite a few damaged packages and I have had to deliver just labels in the plastic bags that have come off of packages. This is not eBays fault nor is it the fault of USPS. You simply need to pack and label better. I myself completely cover the whole label with clear PACKING tape.
As far as the neg. Why did you let him haggle you down? If you want to give something away then drop it off at Goodwill, they never give you any bad feedback.
