Just end up talking with eBay about the fact that:
With the "new" shipping format to buy your shipping label through eBay, USPS is no longer offered, however they only offer "SHIP COVER INSURANCE", so if you SELL any NUMISMATIC item (And most other Collectibles too), you will NEVER recover your money in case of a CLAIM because "SHIP COVER INSURANCE" do not cover this category.
As a result, be aware that from now on if you sell a Collectible and use eBay shipping "INSURANCE IS NOT AN OPTION"

Are you trying to insure a Priority Mail package with a value under $50/$100? I am under the impression that USPS Insurance will show as an option if:
So, for example, if you are trying to ship Priority Mail for an item with a declared value of $45, then you will not have USPS insurance as an option because it is already included with the price.
Coins appear to be a payable claim.

You can use a third party insurance company such as Shipsurance. I believe that they do insure collectible coins.

Pirateship offers $100 of free USPS insurance regardless of your eBay account status. You can import your eBay orders there. Don't need a eBay account. Offers cubic pricing. No junk text in your labels to crop out. Commercial pricing. No monthly fees. Pirateship uses a different 3rd party insurer for insurance over $100 than eBay does.

Given all the previous issues with the new Shipping form, I'd be more inclined to think that it's just another programming oversight.

So, just so I am clear ... with a Numismatic item that SOLD for more than $100 and shipping Priority Mail, you do not have a drop-down menu giving you the option to select either ShipInsure or USPS Insurance? (For anyone curious, the reason I put "sold" is because eBay does not permit one to declare a value over the sold price).
If true, then .... glitch ... oversight ... mistake ... etc. by eBay that needs to be corrected, and we should call a blue into this thread so that it can get reported to the appropriate group at eBay.
(I don't sell coins, but I have both insurance options with > $100 value goods sold in other categories)
