USPS Fragile Label Question

I've been using a USPS Special Handling FRAGILE Label # 875 (yellow with blue lettering), for over 6 months now with now issues. I just had a Buyer contact me and tell me I needed to Refund him $11.75 for "Special Handling Fees", for using this Label per his local post office. Has anyone else had this experience?. Thank you.

Your buyer isn't making this up: The fee for Special Handling is $11.15. I'm surprised that you haven't been hit with it sooner. Have you checked your eBay invoice to see if there are USPS charges for underpaid postage?
