Why didn t you put a change of address at the post office? I don't understand why people do not do this. The seller is supposed to ship to the address on the payment. When you paid, it was your responsibility to make sure that the new address was correct. Do you know anyone at that location that can check to see if it arrived? Otherwise, you voided your buyer protection if the item is taken by the new folks at that location.
It's possible that the new person at the location is honest and will refuse the package or write RETURN to sender. If that is the case, keep monitoring. If it goes back to the seller, email and ask them to please return the cost of the item MINUS the shipping and ebay fees. If they are nice, they will do this. Remember, you voided your buyer protection. Also why should the seller lose the shipping fee and pay ebay fees if you want a refund.
Make sure that you give ebay your new address. Make sure that the old address is deleted completely. Also change it on Paypal and all other places that you get bills from.
