UPS lost package. How do I file a claim ?

The tracking on the package has stopped and package is lost.  I've refunded the buyer.  How do I file a claim? I've gone to UPS site and says my claim can't be processed as presented.  Any help is greatly appreciated.

There's a specific process you need to follow when the UPS label was purchased using eBay's UPS account.
