I have no idea how someone can game UPS to get a tracking number with "proof" of delivery, when the item was actually not shipped, but it happened to me, and to several other people purchasing from the same seller (learned too late, ALWAYS check seller feedback!). Ebay (and Paypal) will not refund money because UPS tracking information has "proof" of delivery. When I opened a dispute with Ebay, I got a SECOND fraudulent UPS tracking number, "proving" delivery the day after the first "delivery." This is impossible, but Ebay doesn't seem to notice. Here are the details:
First UPS tracking number 1Z3018X90348919841: item weight 16 pounds when actual weight is around 1 pound. "Shipped" 6/15, "delivered" 6/22. I opened a dispute on 6/24 for non-delivery.
I then got a message from Ebay resolving the dispute based on a second tracking number, 1Z46W3590314102692. This time the item weight dropped to 3.6 pounds. "Shipped" 6/17, "delivered" 6/23.
Note it is not currently possible to pursue a fraud claim with either Ebay or Paypal because they require information form UPS, but to do that, UPS requires the address and phone number of the seller, neither of which is available for obvious reasons.

Yes, this scam is getting out of hand and ebay is aware of it.
If you lost your dispute, you need documentation from UPS that the tracking number on the order is not associated with your address, which they will email you. Send this info in with your appeal to ebay.

Thanks, good to hear Ebay might address this problem. Fortunately I don't need to talk to UPS as I did get a refund from Paypal; they determined "item was stolen during shipping," which gives the right result for the wrong reason.

The first package delivered on Trapelo Rd measures 40 x 40 x 3 inches, and the second package delivered on Bypass Rd measures 19 x 14 x 5 inches, both shipped to their proper recipients; they're not your package, they don't contain your item.
Rather than opening disputes left and right, you could have gotten your refund in just one step.
