It in fact DID get delivered to the buyer on the 31st of JANUARY. The tracking never updated in the system they had to manually do it. So now my question is since I’ve been cleared what are my next steps? Do I call ebay customer support again and tell them the updated news?? And are they going to take back the money they refunded him and NOT take money from me now?

If an eBay case is filed, you respond to it with the tracking number. If the buyer does not file a case, there won't be any more with it. Has the buyer complained it's missing? If not, your ok.

^^^ eBay won't do this. You will have to file an appeal and hope for a courtesy refund (to you) from eBay.

I actually did file an appeal and the tracking was just updated waiting to hear back on the investigation. It’s crazy that the guy possibly commited mail fraud and will get too keep the refund and the product. EBay does not favor the seller AT ALL it seems
