What kind of packaging should I use for shipping a loose hotwheels item? Which method of shipping should I use to keep costs down?Please advise.

That can cover everything from a track joiner to cars to complete race sets.
I would suggest using a box rather than a padded envelope for small items like the cars to avoid shipping damage. A padded envelope can often be good enough but, bent axles and broken spoilers can happen. High value items should always be in a box.

The small stuff can go as a USPS first class package. That is the lowest cost you can get.

The service formerly known as First Class package was eliminated by USPS last July. It is now part of "Ground Advantage" service, which also includes the services formerly known as Retail Ground and Parcel Select Ground.
As was the case with First Class, the postage prices for weights up to 15.99 ounces are in 4-ounce increments; in other words, the postage for a 2-ounce package is the same as for a 4-ounce package. So shipping in a box, rather than an envelope, will cost more in postage only if the added weight of the box bumps you up into the next 4-ounce increment.
