I've been trying to figure this out for a few days now with not much luck. I recently switched all of my listings from free shipping to flat rate shipping. All I'm trying to do is get it to show the highest shipping cost first and then $1.49 for each additional item when in a customer's cart. I've set up the "flat shipping" rule in shipping preferences for $1.49 for each additional item and I've made like 20 different flat shipping polices in "business policies" to cover all of my shipping options and every single one of them includes my "flat shipping" rule for $1.49 each additional item. But when I still add my own listing to a cart, the full shipping for each item is shown. Any idea what I'm missing?

When looking at your shipping in one of your listings it looks to me your combined shipping rule is applied.

It appears to be working...
I added 2 items (1 @8.99 ship and 1 @ 12.99 ship)
However, viewing the cart did not show the discounted shipping, but when I went to checkout, it showed the proper amount of 14.98 (the highest 12.99 + 1.49)
Not sure if it is supposed to show in the Cart prior to checkout, but I would think it should....maybe

It looks like it seems to be working on most of the items in my store, but not all of them for some reason. I've found a handful that just seem to not apply the discount and I've been scouring over them and just can't figure out why a select few won't show the discount. My eyes are starting to hurt, lol. I changed the additional shipping charge to $1.99 by the way. And the 3pc Sparkplug set at the top of the cart is one of the few that's giving me trouble.

I'm not having any problems with that listing @tomstoolsanddiecast - shipping discount is applying just fine.
Maybe delete your browser's eBay cookies? Could be you were experimenting a lot and old data is stuck.

I just tried clearing all the cookies and still no luck. Did you just see a shipping discount when showing 2 or more of that same listing in your cart? Cause that seems to be working no problem. The issue I'm having is when multiple different items are added to a cart, that 3pc Sparkplug set still shows full shipping of $6.99 instead of the discounted $1.99 like most of the others.

OK yes, I see. Adding different items that particular item is not combining.
I looked quickly at shipping and it's clear there are different terms on each listing I checked as the country exclusions are different, return policies are different, etc.
Are you using business policies?
Are you using a third party listing tool or API of any kind?
