Ive used the new trading card shipping for items under 20 bucks for about a month now. I basically throw the card in top loader in an standard small envelope and tape the label to the front. Its been working like a charm.
I received a notice from a buyer stating they received a notice saying the Post office will not deliver it until and additional 3.50 is paid. Has anyone had this happen before, and if so what was the remedy?
The shipping was a standard 6 3/4 envelope and it was a single card in a top loader, weighed it, and it was under 1 once.
Again, I've had several cards shipped this way and this is the first instance of an issue

The problem will be around for awhile I think. I am a mail carrier and I have only heard about this through these boards. Absolutely nothing has come up at work on this. I even questioned my Postmaster about it and he hadn't heard anything about it.

What type of card was it? If it was a thick card and not bendable then it would be considered a package

Parcels that are inappropriately packaged

We shall not be liable or responsible for any damage caused to Parcels that are inappropriately packaged or are repackaged by Carriers as a result of their being inappropriately packaged.
So this is a USPS issue, not eBay. You need to advocate with the USPS.
The "bar code" on the label is the type that gets placed on envelops by commercial mailers: credit card statements, bank statements, utility bills, etc. So it is nothing new to the USPS. I suspect the PO at your buyer's location thinks a fast one is being pulled and is trying to back charge for First Class Package service.
But hey, as the TOS suggests - appears it might be their prerogative so to do?
